ASEAN is further strengthening cooperation to address the threats of radicalisation and violent extremism by developing an ‘ASEAN Plan of Action to Prevent and Counter the Rise of Radicalisation and Violent Extremism’.

“The scourge of the radicalisation and the threat posed by the cross-border movement of violent extremism represent a significant challenge at the national, regional, and international levels”, Head of the National Counter Terrorism Agency (BNPT), Police Comm. Gen. Suhardi Alius, said on Tuesday (3/4/2018), delivering his keynote speech at the Indonesia-initiated Ad-hoc Experts Working Group (EWG) Meeting to draft the said Plan of Action which was held in Bali, 3-5 April 2018.

“Thus, the discussion of this plan of action is timely in addressing such challenges in an effective and efficient manner,” he added.
On the same occasion, Indonesia took the opportunity to share two important legislations that are being processed at the national level, namely: the revision of the Law on Counter Terrorism and the formulation of National Plan of Action on Countering Violent Extremism.

In addition, Indonesia also highlighted its best practices that have been reflected in the draft Plan of Action, among others: conducting deradicalisation programs in prison, promoting reconciliation among violent extremists and victims through restorative justices; and empowering “millennials” to spread the message of peace, unity and harmony.

The meeting was convened, as a follow up to the mandate given by the Manila Declaration to Counter the Rise of Radicalisation and Violent Extremism (2017) and contribute to the realisation of the ASEAN 2025: Forging Ahead Together.

During the three-day meeting, participants comprised of experts and representatives from ASEAN Member States had an extensive discussion on the four Priority Areas of the Plan of Action, namely: Prevention; Countering Radicalisation and Promoting Deradicalisation; Law Enforcement and Strengthening National Legislation; as well as Partnership and Regional Cooperation.
To demonstrate ASEAN’s support to a wider global effort in countering these threats, relevant elements outlined in the ‘UN Secretary General Plan of Action to Prevent Violent Extremism’ were also incorporated into the ASEAN Plan of Action.

As a follow up to the meeting, Indonesia will submit the draft Plan of Action to the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) Working Group on Counter Terrorism in which Indonesia is the Lead Shepherd and Chair since 2007.

As the Lead Shepherd, Indonesia led the finalisation of two counter-terrorism related documents, namely: the Manila Declaration to Counter the Rise of Radicalisation and Violent Extremism, and the updated ASEAN Comprehensive Plan of Action on Counter-Terrorism in 2017.
